Usually, I download games at about 25mb/s but for this game, it is only 1mb/s. I recently downloaded the Pearl Abyss launcher and am downloading the game in to my previous installation folder. I assume it is scanning and replacing old files, but it is doing this at only 1mb/s. I tried to see if reinstalling completely was any faster, and it was the same speed. Downloading games from Steam is also at my regular 25mb/s.

The speed is around 8Mbit/s on your image. Each Byte of harddrive data needs to be split into 8bits before entering the InterWeb.
