Marni's Suspicious Device quest not showing up

So i accidentally deleted that quest so now i do not see it on the black spirit quest list
do i need to make a new lvl 56 character or am i missing something, and yes i hawe clicked show all quests

Have you tried visiting Shir Waklo to see if he has the quest?
