Cannot complete Event Unchanged Skills

I make it to the last NPC to finish the timed quest and it tells me I timed out, but I did it within the 2 minutes. Also, in the quest list, it says that the quest is unavailable until after the maintenance window which it's obviously after the window because I'm playing at 9pm on the 31st. Am I supposed to wait until the 1st of April?
